Louisiana
Endorsements
In Louisiana,
companies are required to file endorsements for non-filed inland marine
classes. Companies affiliated for the Inland Marine Guide must make an
independent filing to use the certified terrorism endorsements (CL 0600
05 03 and CL 0610 05 03) for all Inland Marine Guide classes except
Yacht.
Companies are
advised to refer to Bulletin 02-03 for the filing requirements that
apply to terrorism-related filings in Louisiana.
In accordance with Section 106(a)(2)(B) of the Terrorism Risk Insurance
Act of 2002, companies should file the certified exclusion endorsement,
CL 0610 05 03 as a replacement for CL 0620 05 03.
Companies should file the non-certified exclusion
endorsements CL 0630 12 02, and CL 0650 12 02 as replacements for CL
0640 12 02, and CL 0660 12 02.
Rules and Rating Information
Companies
are not required to file rules or rating information for non-filed
Inland Marine Guide classes. As of the date that endorsements are
changed from SFP to Non-SFP versions, companies should begin using the
"IMG Terrorism Rules Supplement NSFP- IM Exempt", posted on
the AAIS public web site at http://www.aaisonline.com/terror/IMGinfo.htm
in place of the current "IMG Terrorism Rules Supplement
SFP". This information is also available to AAISdirect subscribers
in the Inland Marine Guide section. As was previously the case, the
rating information applicable to the Commercial Inland Marine Filed
Classes should also be used with the Guide classes.

New York
Endorsements (Certified Terrorism Loss)
In accordance with New York Insurance Department
Circular Letter 2000-22, companies are required to file endorsements for certain non-filed
inland marine classes. Companies affiliated for the Inland Marine Guide must make an
independent filing to use the certified terrorism endorsements (CL 0600 12 02 and CL 0610
12 02) for the Builders' Risk and Electronic Data Processing classes, if these classes are
filed as inland marine lines of insurance. If these classes are filed as property lines of
insurance, file the special editions of the certified terrorism endorsements (CL 0600 04
03 and CL 0620 04 03). If these classes are filed as a property line of insurance, these
classes would no longer fall under the inland marine exemption.
For the non-filed inland marine classes other than
Builders' Risk, Electronic Data Processing and Yacht, the 12 02 certified terrorism loss
endorsements are available for immediate use.

Letter 25 dated February 19, 2003 for the filing requirements that apply to
terrorism-related filings in New York.
Rating Information
Companies must make an independent filing to use
the certified terrorism loss rating information for the Builders' Risk and Electronic Data
Processing classes.
For the non-filed inland marine classes other than
Builders' Risk, Electronic Data Processing and Yacht, the certified terrorism loss rating
information is available for immediate use.

Oklahoma
Endorsements (Certified Terrorism Loss)
In Oklahoma, companies are required to file endorsements
for non-filed inland marine classes. Companies affiliated for the Inland Marine Guide must
make an independent filing to use the special editions. CL 0600 05 03 and CL 0610 05 03,
of the certified terrorism endorsements for all Inland Marine Guide classes except Yacht.
For companies that have already submitted a filing of the 12 02 editions
and have received an objection, it is recommended that the 05 03 editions
be included with your filing response.

Rating Information
There is no requirement to file rating information or rules
for non-filed inland marine in Oklahoma.
Virginia
Endorsements (Certified Terrorism Loss)
In Virginia, companies are required to file
endorsements for certain non-filed inland marine classes. Companies affiliated for the
Inland Marine Guide must make an independent filing to use the special editions of the
certified terrorism endorsements (CL 0600 03 03 and CL 0610 03 03) for the Bailee
Customers Floater and Motor Truck Cargo classes. For companies that have already submitted
a filing of the 12 02 editions and have received an objection, it is recommended
that the 03 03 editions be included with your filing response.
For the non-filed inland marine classes other than Bailee
Customers Floater, Motor Truck Cargo, and Yacht, the endorsements listed above are
available for immediate use.

The Virginia Bureau of Insurance has
specified that any policy issued with a 12 02 edition of a certified terrorism endorsement
must be amended to include the 03 03 edition counterpart. The effective date of the change
must coincide with the policy effective date.

Washington
Endorsements (Certified Terrorism Loss)
In Washington, companies are required to
file endorsements for non-filed inland marine classes. Companies affiliated for the Inland
Marine Guide must make an independent filing to use the certified terrorism endorsements
(CL 0600 12 02 and CL 0610 01 03) for all Inland Marine Guide classes except Yacht.
For companies that have already filed and received an objection related to CL 0610 12 02,
it is recommended that CL 0610 01 03 be submitted as a replacement when responding
to the Department of Insurance.
Special versions of the non-certified terrorism loss
endorsements have been developed for Washington; CL 0630 01 03, Non-certified Act
of Terrorism Exclusion and War and Military Action Exclusion and CL 0650 01 03,
Biological and Chemical Non-certified Act of Terrorism Exclusion and War and Military
Action Exclusion. Please contact us if you need a copy of these endorsements prior to
approval of these endorsements for the filed lines.

information or rules for non-filed inland marine in Washington.
Additional filing considerations:
In states that require the filing of forms
and rules for Inland Marine Guide classes (with the exception of Yacht), companies must
make their own filing of non-certified terrorism endorsements and certified and
non-certified terrorism rules.
Companies are advised to refer to
the bulletins issued by the state insurance departments for the filing requirements that
apply to terrorism-related filings; most Insurance Departments publish bulletins on their
Web sites. For a state bulletin number, refer to List of
state insurance department Terrorism Risk Insurance Act of 2002 bulletins.
Terrorism endorsements are incompatible with the forms
and endorsements in the Yacht class.
